What is 'TOUR of DUTY' ?

After getting so many requests, I am writing this blog. Kindly consider that all of the information mentioned in this post is not official. TOUR of DUTY(ToD) is a proposal yet and no notification has been released by army yet.

Indian army is considering this proposal to enlist civilians to join Indian Army on a voluntary basis for a period of 3 years.
It is just like internship which includes 1 year of training and 3 years of service in Indian Army.

Proposed model of ToD is to be implemented on a trial basis by releasing 100 vacancies for Officer's Post and 1000 vacancies for Soldier's Post. If successful, vacancies would be increased.

BENEFITS for CIVILIANS as per Proposal:

  • The scheme will benefit those youth who do not want the defence service to become a permanent career. But want to fulfil the passion of the military profession and serve the country by wearing a uniform.
  • Expected Salary:80,000-90,000(For Officers) , 30,000-40,000(For Soldiers)
  • Lump-sum Amount: Retirement Pension will not be provided. But a lump-sum amount of 5-6 Lakhs(for ToD officer), 2-3 Lakh( for ToD Soldier)
  • Tax- Free Income, CSD Benefits, Medical Benefits.
  • Battle Casualty Benefits or Death in Line of Duty: Same Benefits as Regular Serving Officers.

  • Reservation in higher Studies.
BENEFITS to Indian Government:

  • Indian Army is facing of shortage of Officers. Against an authorised strength of 50,028 officers, Indian army 42,734 officers as per July, 2018 Data thus facing a shortage of 14.57%. With the implementation of this Program the shortage of Officers can be fulfilled with a reduced cost.
  • With the implementation of this model, there will be a significant decrease in Pension and salary Budget of Indian Government.
(Note: India ranks 3rd in the highest military budget in the world after USA and China)

  • If a SSC officer in Indian Army retires from Army after 10 years, Army spends 5.12 crores (Estimated). If retires after 14 years, Army spends 6.83 crores on him. Cost on people joining under new model will be around 80-85 Lakhs for 3-years.
  • Huge Saving thus made can be use to modernise our Indian Defence Forces to make India No.1 in defence forces in the World.
Hope , It addresses all of the doubts related to ToD Model.
