As per a recent interviews made with Former Deputy Chief of Army Staff Lt. Gen. Raj Kadyan following Harms has been inferenced by him on 'TOUR of DUTY' Model.
Harms of 'TOUR of DUTY' model:
- As Tour of Duty officers will be recruited for a period of 3 years only so they will be given pre-commission training for around 6 months. This training period is very less than the normal training period of NDA cadets which are trained for 3 years and IMA cadets which are trained for around one and half a year. Above that they will not be given any post-commision training which is obtained by a normal officer. SO OBVIOUSLY they will will be semi trained leaders with very less efficiency of thinking and physical strength than a regular trained officer.
- Due to this difference, the jawans and JCO's will hesitate to take commands from Tour of Duty Officers, they will lack faith and confidence in ToD officers and hence it will affect the discipline, culture and integrity of Indian Army which is obviously a great cause of concern.
- He will somewhat lack decision making capabilities during the time of crisis end up taking bad decisions which harms the security of nation.
- As ToD officer will be recruited for a 3-year period only so he will be much concerned about his career and life after 3-tear tenure. His role and duty as an army officer will be diluted by this. His commitment and dedication towards Indian Army will be less. He will consider it as A 'JOB' only for which he is getting paid.
- In that way, army will end up having its professional capabilities eroded. It will affect the stand of Indian Army worldwide (2nd largest army in the World).
- As per Anand Mahindra, these ToD officers will be the great assets to the corporate world. He will be giving jobs to the officers after their tenure completion. But this will happen at the cost of Indian Army. That means Indian Army will become the mere supplier of the recruits for a private sector.
- Taking about cost cutting, As per reports pension budget of Indian govt. Has risen to 146% in the last 5 years. It is due to the pay that increases with the increase in cost. Same as with the civil jobs also.
- A better way to decrease the pension budget is to amend the tenure of short commission officers from 10 or 14 years to 5 years.
- 95% of the retired army officers are against the ToD proposal.
Amid several controversies and pros and cons it will be important to see that what decision will be out about this new model.
